The long-term bull cycle in India is intact

12 mutual fund managers give their take on the stock markets, the current bouts of volatility and how they are responding to tackle the situation.

What was the reason for this slump?The genesis of the correction is in the global credit crisis and the resulting uncertainty in the global economic environment which has reined in investors' risk appetite. In keeping with this, local sentiment too turned nervous. This, coupled with high valuations, led to the correction.
Is the bull run over?I believe that the long-term bull cycle in India is intact. In the short term, price corrections will occur whenever you have a run-up in valuations and expectations. The correction that we have been seeing over the last few weeks has come after four to five years of an uninterrupted bull run and valuations were at the higher end. Now we could see valuation support emerging. With valuations now looking reasonable, the market will be looking out for any impact on earnings.
Has the India growth story run out of steam?Whether it takes five or seven years, there's little doubt that India's economy will go from a trillion to two trillion dollars. And that will require significant levels of capital formation. So, India's long term structural growth story is intact and though growth is moderating, it remains robust. The growth drivers too are firmly in place -- favourable demographics, rising consumption and continued investment in infrastructure.
How have you responded to the turmoil?As an active money manager, we are always looking at ways to manage our portfolios to deliver risk-adjusted returns. As the market has moved away from momentum, bottom-up stock picking has become even more critical. We are focused on stocks where valuations are starting to look attractive and these are companies across sectors with long-term scalability, execution capability and near-term earnings visibility.

domains for the second year running, increasing both by the maximum 7%
allowed under its exclusive contract with ICANN. 'Assuming that VeriSign
continues the 7 percent rise each year (which seems reasonable given the
company's history), registrars will be looking at $9.00 for .com domains
by the time the current contract ends in 2012 �� a 50 percent increase in
six years.' Registrars have no choice but to pony up, and chances are
they'll pass the pain on to customers."

Nature is reporting that a new distributed computing application is
looking to monitor earthquake data using the accelerometer in many
computing devices. In the long run, "[0]Quake-Catcher" will hopefully be
fast enough to give warning before major earthquakes. "If it works, it
will be the cheapest seismic network on the planet and could operate in
any country. It wouldn't be as sensitive as traditional networks of
seismometers, but Lawrence says that's not the point. 'If you have only
two sensors in an area, you have to have a perfect system. If you have 15
sensors in a system it [can] be less perfect. One hundred, one thousand,
ten thousand -- your need for the system to be perfect becomes much
smaller,' he says. 'That's really our approach -- just to have massive
numbers.'"

supercomputer called EKA, built by CRL, India came out of nowhere to
become the 4th fastest supercomputer in the world. It is also the only
supercomputer in the top 10 that hasn't taken any government funding ��
which means it has no strings attached against commercial exploitation.
That is one of the reasons why Yahoo! chose EKA for the cloud computing
research that they announced at the Hadoop Summit earlier this week.
Yesterday, I attended a presentation by the team that built EKA, and they

faced in designing and building it, which makes for interesting reading."

has promised their Sound Cards as being 'Vista Ready'. Unfortunately, as
many unlucky customers did discover, this is not true. What the users
actually found were buggy, feature crippled drivers. Creative insisted
that features such as Decoding of Dolby�� Digital and DTS(TM) signals and
DVD-Audio which worked fine in WinXP, would not work on windows Vista.
With Creative releasing less than one new driver a year, things seemed
bleak. Fortunately, a talented user, Daniel_K, was recently able to 'fix'
many of the drivers, enabling the incompatible features and also fixing
many bugs. Just today Creative has decided to [1]put a stop to this. They
removed all links to his modified drivers, and banned several users who
were posting links to the now banned drivers."

bomb, you may want to weigh your intellectual property liability. It
seems there are over [1]2000 patents covering the atom bomb. To avoid
publishing the patents, a central tenet of the patent system, "the
project made use of an obscure law whereby patent applications could be
filed but no one would actually look at them or evaluate them. They would
just be stamped secret and stored in a vault at the patent office." The
irony here is that while all the patents were essentially stored in the
same place at the patent office and written to be understandable by any
engineer, the Manhattan Project worked diligently to compartmentalize
knowledge, using code names for just about all aspects of the project and
keeping tight security on all information. It seems the patents were
filed to give the U.S. government an essential monopoly on the burgeoning
nuclear industry and protect it against others who might patent similar
technologies later."

hacking contest has won the Vista laptop in this year's competition.

new 0day exploit against Adobe Flash in order to secure his win. At the
end of the day, the only laptop (of OS X, Vista, and Ubuntu) that
remained unharmed was the one running Ubuntu. How's that for fueling
religious platform wars?"

hacker and author Jonathan Zdziarski was invited to speak at an Apple
Store in Cambridge, MA last week where he talked about the history of
iPhone hacking, jail-breaking, and limitations of the official SDK. From
the article, "Zdziarski was one of the first software engineers to figure
out how to hack the iPhone, and he's the author of a forthcoming O'Reilly
Media book called iPhone Open Application Development, which gives
readers explicit instructions on jail-breaking iPhones. So for Apple to
give Zdziarski the podium at an Apple retail location is a little like
Steve Ballmer inviting Linus Torvalds to speak at a Windows product
launch." Zdziarski reports in [1]his own blog how the open source
community was on the iPhone developer scene as early as 2007, long before
enterprises got there, and estimates that nearly 40% of all iPhones have
been jail-broken to run the third-party community software installer.
Finally, [2]this story from Top Tech News suggests that open source
software might actually create competition for Apple's "official"
developers, because applications using the open source iPhone compiler
are not subject to the same limitations as official Apple SDK programs
are."

final result will not be announced (or leak) before sometime early next
week. Meanwhile the votes of individual countries continue to come in,
currently with more reported switching in favor of OOXML than against it.
For the benefit of those who want to keep track of how the vote is
tending until it's official, I'm posting the [1]running tally of which
votes have switched, what the net change has been, now many votes have
come to light, and how many remain to be announced. It's likely that it
will not be possible to know the final result until all votes are in, due
to the complex double test for approval, and the complication that the
final number of abstentions �� and whether they move from 'yes' or 'no'
votes �� can decrease the total number of votes that need to switch to
'yes' in order for OOXML to be approved. For that reason, I also include
the algorithm for arriving at a final result."

A number of readers let us know about the Chaos Computer Club's latest
caper: they [0]published the fingerprint of German Secretary of the
Interior Wolfgang Sch��uble (link is to a Google translation of the
[1]German original). The club has been active in opposition to Germany's
increasing push to use biometrics in, for example, e-passports. Someone
friendly to the club's aims captured Sch��uble's fingerprint from a glass
he drank from at a panel discussion. The club published 4,000 copies of
their magazine [2]Die Datenschleuder including a plastic foil reproducing
the minister's fingerprint �� ready to glue to someone else's finger to
provide a false biometric reading. The CCC has a page on their site
detailing [3]how to make such a fake fingerprint. The article says a
ministry spokesman alluded to possible legal action against the club.

An anonymous reader tips us to a story up at Wired reporting on what may
be the first computer attack to inflict physical harm on victims. Last
Saturday, griefers posted hundreds of bogus messages on the support
forums of the nonprofit Epilepsy Foundation that used JavaScript and
strobing GIFs to [0]trigger migraines and seizures in users. For about 3%
of the 50 million epileptics worldwide, flashing lights and colors can
trigger seizures. "'I don't fall over and convulse, but it hurts,' says
[an IT worker in Ohio]. 'I was on the phone when it happened, and I
couldn't move and couldn't speak.' ... Circumstantial evidence suggests
the attack was the work of members of Anonymous, an informal collective
of griefers best known for their recent war on the Church of Scientology.
The first flurry of posts on the epilepsy forum referenced the site
EBaumsWorld, which is much hated by Anonymous. And forum members claim
they found a message board thread �� since deleted �� planning the attack
at 7chan.org, a group stronghold."

lawyer. Since then, two lawyers from the notoriously patent-friendly
Eastern District of Texas have filed defamation suits against Frenkel and
Cisco, and [2]Frenkel's blog has been [3]shuttered. One of the
plaintiffs, a renowned patent judge's son, may have been [4]hunting the
anonymous blogger for months. This week Cisco [5]announced new blogging
guidelines in response to the Troll Tracker fiasco. The company
acknowledged that 'a few Cisco employees used poor judgment' during
secret-blog-time, but they're largely [6]standing by their man. Cisco's
new rules will prohibit only anonymous blogging by employees about issues
for which 'they have responsibilities at Cisco.'"

An anonymous reader points out an eWeek story about researchers from the
University of Illinois at Urbana-Champaign who are designing [0]a new web
browser based on security. The new software, code-named OP for Opus
Palladianum, will separate various components of the browser into
subsystems which are monitored and managed by the browser kernel.
Quoting: "'We believe Web browsers are the most important network-facing
application, but the current browsers are fundamentally flawed from
security perspective,' King said in an interview with eWEEK. 'If you look
at how the Web was originally designed, it was an application with static
Web pages as data. Now, it has become a platform for hosting all kinds of
important data and businesses, but unfortunately, [existing] browsers
haven't evolved to deal with this change and that's why we have a big
malware problem.' The idea behind the OP security browser is to partition
the browser into smaller subsystems and make all communication between
subsystems simple and explicit."

Two weeks ago we discussed a proposal from music industry veteran Jim
Griffin to [0]implement a monthly fee from ISPs in exchange for the legal
distribution of copyrighted music. Now, [1]quinthar brings news that
Warner Music Group has hired Griffin with the intention to [2]make that
proposal a reality. Warner wants Griffin to establish a collective
licensing deal with ISPs that would let the ISPs stop worrying about
their legal responsibilities for file-sharing while contributing to a
pool of money (potentially up to $20 billion per year) that would be
distributed amongst the music industry. "Griffin says that in just the
few weeks since Warner began working on this plan, the company has been
approached by internet service providers 'who want to discharge their
risk.' Eventually, advertising could subsidize the entire system, so that
users who don't want to receive ads could pay the fee, and those who
don't mind advertising wouldn't pay a dime. 'I.S.P.'s want to distinguish
themselves with marketing," Griffin says. "You can only imagine that an
I.S.P. that marketed a 'fair trade' network connection would see a
marketing advantage.'"

Multiple readers have written to let us know that [0]the MacBook Air was
the first laptop to fall in the CanSecWest hacking contest. The
successful hijacking took place only two minutes into the second day of
the competition, after the rules had been relaxed to allow the visiting
of websites and opening of emails. The TippingPoint blog reveals that the
vulnerability was [1]located within Safari, but they won't release
specific details until Apple has had a chance to correct the problem. The
winner, Charlie Miller, gets to keep the laptop and $10,000. We covered
the contest last year, and [2]the results were similar.

[0]Matty the Monkey brings us a story from the BBC about [1]silicon chips
which can bend, flex, and even stretch. Researchers have developed a
method to create circuits just 1.5 microns thick, which can then be
bonded to a type of rubber to allow a great degree of flexibility.
Scientists and companies see uses for these circuits in products ranging
from "electronic paper" to form-fitting sensor devices to advanced brain
implants. From BBC News: "To create the foldable chips, these circuit
layers are deposited on a polymer substrate which is bonded in turn to a
temporary silicon base. Following the deposition of the circuits, the
silicon base is discarded to reveal delicate slivers of circuitry held in
plastic. These are then bonded to a piece of pre-strained rubber. When
the strain is removed, the rubber snaps back into shape, causing the
circuits on the surface to wrinkle accordingly."

or users very much. Perhaps it wants the best software for itself, where
it can limit what it can do in order not to upset its telco friends.
Whatever the reason, it reflects badly on Apple. The iPhone is not an
iPod; it's a smartphone connecting to a universe of fast-changing data on
behalf of innovation-hungry users. The sooner it stops pretending to be a

[0]PaisteUser tips us to an Ars Technica report discussing how 28.8% of
Vista's crashes over a period in 2007 were due to [1]faulty NVIDIA
drivers. The information comes out of the 158 pages of [2]Microsoft
emails that were handed over at the request of a judge in the
Vista-capable lawsuit. NVIDIA has already faced a [3]class-action lawsuit
over the drivers. From Ars Technica: "NVIDIA had significant problems
when it came time to transition its shiny, new G80 architecture from
Windows XP to Windows Vista. The company's first G80-compatible Vista
driver ended up being delayed from December to the end of January, and
even then was available only as a beta download. In this case, full
compatibility and stability did not come quickly, and the Internet is
scattered with reports detailing graphics driver issues when using G80
processors for the entirely of 2007. There was always a question,
however, of whether or not the problems were really that bad, or if
reporting bias was painting a more negative picture of the current
situation than what was actually occurring."

to vote on OOXML in Poland) accused the committee's chair of
[1]intentionally manipulating the process. A letter from the president of
the body overseeing KT182, sent a month ago to the committee chair for
distribution to all committee members, was never distributed. The letter
recommended that, if consensus were not achieved on the OOXML vote, then
Poland should abstain. This follows up my recent report on the [2]OOXML
process in Poland (also [3]covered by Groklaw), it looks like things are
going bad this time, at least as bad as in October." The EU is [4]already
investigating the Polish process based on complaints last fall. Is anyone
tracking all of the allegations and investigations surrounding OOXML?

Stony Stevenson sends a report from the Institute of Physics' Condensed
Matter and Material Physics conference, where researchers predicted that
the [0]reign of the silicon chip is nearly over. Nanotubes and
superconductors are leading candidates for a replacement; they don't
mention [1]graphene. "...the conventional silicon chip has no longer than
four years left to run... [R]esearchers speculate that the silicon chip
will be unable to sustain the same pace of increase in computing power
and speed as it has in previous years. Just as Gordon Moore predicted in
2005, physical limitations of the miniaturized electronic devices of
today will eventually lead to silicon chips that are saturated with
transistors and incapable of holding any more digital information. The
challenge now lies in finding alternative components that may pave the
way to faster, more powerful computers of the future"

McColl speculating that, with the [1]cooling of Web 2.0, [2]parallelism
may be a hot new area for entrepreneurs and investors. (Take with

Saas as an appliance and massive memory systems. Worth a read.

decision-makers by market researcher CoreBrand found that [1]Microsoft's
brand power has taken a dive over the past four years. According to the
study, Microsoft dropped from number 12 in the ranking of the most
powerful US company brands in 2004 to number 59 last year. In 1996, the
company ranked number 1 in brand power among 1,200 top companies in about
50 industries. The CEO of CoreBrand said: 'When you see something decline
with increasing velocity, it's a concern.' To add some historical
context, IBM suffered a much faster and more severe decline in brand
power in the early 1990s and it took them 10 years to rebuild the brand's
reputation."

Techdirt is reporting that the mainstream press may finally be "getting
it" when it comes to how the next generation of news readers [0]consumes
and shares news. One student summed it up very succinctly by saying "If
the news is that important, it will find me." "According to interviews
and recent surveys, younger voters tend to be not just consumers of news
and current events but conduits as well -- sending out e-mailed links and
videos to friends and their social networks. And in turn, they rely on
friends and online connections for news to come to them. In essence, they
are replacing the professional filter -- reading The Washington Post,
clicking on CNN.com -- with a social one."

[0]sean_nestor writes to mention that Sun CEO Jonathan Schwartz took a
bit of time recently to [1]comment on last week's announcement that Sun
Microsystems would be [2]partnering closely with the NSA for security
research surrounding OpenSolaris. Rather than the typical loads of
legalese and confidentiality agreements Sun and the NSA are claiming that
this move is more about the NSA joining the OpenSolaris community than
anything else. I guess only time will tell.

NewScientist is reporting that while the strength of the tether has long
been considered the main problem in building a space elevator, a new
study suggests that a [0]dangerous wobbling problem may also be a serious
obstacle. "Previous studies have noted that gravitational tugs from the
Moon and Sun, as well as pressure from gusts of solar wind, would shake
the tether. That could potentially make it veer into space traffic,
including satellites and bits of space debris. A collision could cut the
tether and wreck the space elevator."

telemarketing calls before the federal government's do-not-call registry
takes effect this summer have a new tool at their disposal. At
IOptOut.ca, Canadians can enter their phone number and e-mail address and
simply choose the organizations they would prefer not to hear from while
the website generates a mass request that the user be added to those
companies' do-not-call lists. The site, a beta version of which was
launched yesterday, is the brainchild of University of Ottawa law
professor Michael Geist and features information on how to [0]avoid
telemarketing calls from more than 140 different companies and
organizations. Mr. Geist said that iOptOut helps Canadians finish the job
that the do-not-call registry failed to complete."

Updated: EditPad Lite and Pro 6.4.1

Highlight of this release is full support for drag-and-drop. Previously, drag-and-drop was limited to opening files by dragging them from another application like Windows Explorer onto EditPad. Now, you can drag files from EditPad by clicking on their tabs and moving the mouse with the button held down. In EditPad Pro, you can select multiple files in the File Panel to drag them all at once. You can drop them within the same EditPad instance to rearrange the tabs, or to move a file from one project to another. If you drop files onto the blank space to the right of the last project tab, the files will be opened or moved into a new project.

If you start a second EditPad instance with View|New Editor, you can drag files from one instance to the other to open the file in the second instance. If you hold down the Shift key, the file will be closed in the source instance after you've dropped it onto the target instance. You can even drag unsaved files between different EditPad instances. EditPad will use temporary files to transfer unsaved files.

You can copy files by dragging them from EditPad onto Windows Explorer or another file manager. You can create links to files by holding down the Alt button while dragging. This works with files dragged from EditPad and from other applications.

Dragging text is now more flexible too. If you hover the mouse pointer over a tab while dragging text, the tab will become active. This makes it possible to switch tabs while dragging. Drag the text to the edge of the row of tabs to scroll them, if not all tabs are visible. If you hold down the Shift key while dragging, the text will now be moved instead of copied, even when dragging to other applications.

EditPad Pro how ships with new syntax coloring schemes for R and VB6 form files, and new file navigation schemes for C, C++, R, VB6 form files and batch file output. If you're installing EditPad Pro 6 for the first time, the default file types will use these schemes. If you're upgrading from a previous EditPad Pro 6.x.x, you can download the new file type definitions at http://download.jgsoft.com/editpad/FileTypes640.zip and import these via Options, Configure File Types.

EditPad's installer can now install EditPad directly onto a removable drive. Simply click the Create Portable Installation button and follow the steps. The Install on Removable Drive item in the Help was renamed to Create Portable Installation for consistency. So if you only use EditPad in a portable manner, you can now install it directly that way. If you run it both off your hard disk and off a removable device, you can still use the item in the Help menu to copy your installation. Portable installations are not supported by the free evaluation version. This is unchanged.

In Options, Preferences, Editor, you can now choose to always visualize spaces, tabs and line breaks on the search panel. This avoids confusion when EditPad doesn't find your search text due to extraneous spaces. When this option is off, spaces and line breaks are only visualized when you're visualizing them in the file you're editing. This is how EditPad worked in the past.

Working copies are now handled better. Undoing all changes or reloading a file from disk will remove the working copy right away, as there are no more changes that could be lost in a crash. Deleting a file will now delete the working copy too.

A rather serious bug was fixed. EditPad Pro would use excessive amounts of memory when making very large numbers of changes in files that are larger than the huge files threshold in Options, Preferences, Files. E.g. a search-and-replace that made hundreds of thousands of replacements would bring EditPad Pro to its knees. Now this will take up just a few megabytes of memory for the undo history. This problem did not occur in EditPad Lite, because it does not have the ability to swap out files to disk (and therefore has no huge files threshold setting).

Thanks to some detailed feedback from a few of our blind customers, EditPad 6.4.1 (Lite and Pro) now works much better with screen readers and other accessibility software. Screen readers will now properly "see" and thus read spaces in EditPad's editor control. This was broken since version 6.1.0 due to the fix to force consistent spacing when Windows XP does font substitution. This fix is still in place, but now improved to be compatible with screen readers. The menu bar will now automatically display itself without images when a screen reader is running, so the menu bar can be a standard menu rather than an owner-drawn menu. Owner-drawn menus don't work well with screen readers.

The U3 version of EditPad Lite 6.3.x (but not Pro) had a bug that prevented it from saving its preferences, showing an access violation error. This has been fixed.

New: Regex Guru

I have been blogging for some time, but never about regular expressions. This blog fixes that.

I will continue to expand the http://www.regular-expressions.info site. Tutorial and reference articles will get a temporary place on that site. News articles and information with an expiration date will go on the blog. The blog will also act as a "what's new" feed for the regexp.info site. Talk about my own endeavors with regular expressions and updates on RegexBuddy and PowerGREP will also be confined to the blog (and their respective product web sites).

So who should subscribe to this blog? Anyone who wants to learn more about regular expressions! Articles in this blog will assume you're familiar with all the concepts explained in the tutorial. After that, this blog will keep you up-to-date.

If you're an expert on regexes, this blog will help you stay on top of your game. Regular expressions are everywhere these days. Though they have been around longer than I have been alive, they continue to evolve. In various inconsistent and confusing ways, I'm sad to say.

Mortgage Rates Ticking Higher

March 28, 2008 -- It was a relatively quiet week in the mortgage market: no new initiatives, solutions, bailouts or programs were offered to attempt to smooth out the many wrinkles which keep the industry on edge. That's not to say that none are being conjured up for later release, but at present there are still plenty of changes for markets to digest.

For their part, mortgage interest rates rose just a little, no matter which kind or size of loan you prefer. The combined rate revealed in HSH's weekly FRM indicator ticked seven basis points higher, landing at 6.57% for the week. The combined average for 5/1 Hybrid ARMs climbed by a scant two basis points to 6.41%.

True conforming 30-year FRMs edged up eight basis points (0.08%) to 5.99%, while their jumbo counterparts moved up by seven BP, and the gap between those two stands now at 130 basis points.

Since there were no new solutions introduced this week, we thought it would be a good time to examine some of the recent changes and what they mean to mortgage markets and mortgage interest rates. Our recent synopsis of events looks at the effects and benefits of the Fed's interest rate actions, changes to capabilities of Fannie Mae and Freddie Mac, the Federal Home Loan Banks, and more.

While we're admittedly in the minority, we lean toward the view that stability is beginning to return to the nation's housing markets, and that with new credit facilities in place we could be setting the stage for noticeable improvement during this spring homebuying season. That view was bolstered this week by the news that sales of existing homes rose by 2.9% during February. The lift in annualized sales to 5.02 million was unexpected by some, but the sharp decline in interest rates in early February, coupled with lower home prices, proved to be a reasonable lure for those potential homebuyers waiting for good opportunities to strike. The upward flare in sales means that inventory levels eased somewhat, sliding to a still-bloated 9.6 months of available supply at the present rate of sale.

New Home Sales did fall during February, but the rate of decline has slowed when compared against various periods over the past year. The annualized rate of sale slipped to 590,000 units, and while that figure was actually better than expected, it represented a drop from 600,000 the month prior. One consideration in the report was that sales slumped in the Northeast by a whopping 40% in February, an unusually large change. That slump may, however, be revised next month, and/or next month might show an outsized gain in a return to the previous trend for sales in the area. Even with the fall, new home prices rose by 6.8% on a month-to-month basis, and inventory levels remained at 9.8 months of stock available. As we noted last month, the actual number of homes available for sale continues to decrease, but demand for them is decreasing at about the same rate, if not more.

Home prices continue to decline. The Case-Shiller 20-city home price index noted a 10.7% decline in home prices over the past twelve months (January 2007 to January 2008), and OFHEO's new monthly home price index covering the nine census areas found a national month-to-month decline of 1.1% between December 2007 and January 2008. Declines in prices and mortgage rates should help to bring some stability to housing markets, a situation at least partially revealed in the existing home sales figures noted above.

How sensitive to rates are consumers? Last week, the conforming 30-year FRM dipped below 6% for the first time in about five weeks, and refinancing activity shot up by 82%, according to the Mortgage Bankers Association's weekly application index. Applications for purchase money mortgages surged more than 10% higher, too. There is a reasonable pool of borrowers who will respond to low rates, but they will need to hold near these levels for a while, unlike the late January-early February roller coaster ride they took.

Economists continue to debate whether the economy is in a recession. If so, it didn't start in the fourth quarter of 2007, as the final reading for GDP for that period remained at 0.6%. While weak, we did remain in positive territory, but the lack of any upward revision makes a decline in the first quarter of 2008 that much more likely. Price indicators in the final report found a 4% annualized rate of increase for Personal Consumption Expenditures (PCE); core PCE rose by 2.5% at an annualized rate, somewhat above the level thought to be preferred by the Federal Reserve.

February was a difficult month for the nation's manufacturers. Orders for Durable Goods, which had already slid 4.7% in January, caved an additional 1.7% in February. These numbers are notoriously fickle, though; last July, a 6% gain was followed by three months of negative numbers before breaking back into positive territory, and we had a positive spike in December which has now been followed by two declines. We may follow the same path this time as well, but for the moment, even "core spending" by businesses has turned rather downward.

Local readings of manufacturing strength were a mixed bag. The Richmond Federal Reserve noted a nice surge in March as its measuring tool rose into positive territory to a reading of 6, the highest number since last September. However, the Kansas City Fed found no improvement in health in its region; their gauge remained at -5 for a second month.

February's challenging economy saw the Chicago Federal Reserve's indicator of national economic activity move further into the red. Its reading of -1.04 -- down from -0.68 in January -- says that the economy has moved further away from what is thought to be its potential to grow at a non-inflatonary level, somewhere around 2.8% GDP. The indicator has now sported seven consecutive negative readings, with the latest the lowest among them.

News of a faltering economy has cast a pall over consumer moods. The weekly ABC News/Washington Post poll of Consumer Comfort spent a second week at -31 (week ending 03/23). On balance, Consumer Comfort has improved during March, a sentiment not seen in either the University of Michigan's report on Consumer Sentiment or the Conference Board's measure of Consumer Confidence. Sentiment slipped back to a 16-year low reading of 69.5, while Confidence almost joined it by putting up a 64.5 figure, 'only' about a 15-year low. Unhappiness is quite pervasive at the moment, and more misery may be just around the corner when gasoline prices begin their annual Spring rise.

Personal Incomes did manage a 0.5% increase in February, perhaps enough to help offset those higher energy costs. Despite that kicker in income, spending rose only 0.1%. Consumers stuffed some of that money into bank accounts; the nation's saving rate nudged onto the positive side of the ledger, rising by 0.3% for the month. The income report also has an inflation-revealing component, like the GDP report does, and PCE measured here rose by just 0.1%, as did "core" PCE (exclusive of the most volatile influences of food and energy).

Weekly jobless claims eased back a little during the week ending March 22, with 366,000 new applications for benefits filed at state windows. Looking over the past four weeks, the level of jobless claims in March is near-identical to that seen in February, so the early indication is that we'll likely see a net job loss for March similar to the drop of 63,000 we saw in February. The employment report is due next Friday.

There was little this week to suggest a start of any new trend for interest rates. At best, markets have found a kind of shaky stability, but it's a nervous one. Sizable rallies in stocks last week failed to hold ito this week, and investors remain wary of 'risky' assets. Mortgages remain suspect, however, and even as declines in rates bring borrowers into the market (generating new supplies of these 'risky' assets), demand for them continues to be muted. That imbalance means that rates cannot easily fall, or fall quickly, at least for the moment. Any surge in supply must be drained from the system before the next can be absorbed.

Its unlikely that any of the economic data out next week will more the market too much in either direction. Collectively, the figures will likely be weak, including employment, but mortgage rates will probably move little - maybe just enough to erase this week's slight increase.
